This will be most pronounced with men who are born and raised with constant exposure to the bare female breast. But any part of the woman can be sexy. Elbows can be sexy. Who cares? What is the problem? I should not be stopped from doing something because other people may find it sexy. I think if you pass a law that woman can expose their breast at all times, men will be less excited by the sight of a bare breast.
